講義内容
本講議は、日本語ないし英語のどちらで行うかは、受講者の希望を聞いた上で決めます。 The course will be given either in English, or Japanese. I will decide the language after consulting with course participants. 　 　 本講議では、ＥＵ経済統合やＥＵ拡大の歴史を概観し、ＥＵの様々な制度および政策について学習します。50年以上の歴史を持つＥＵは、当初の6ヵ国から現在25ヵ国まで拡大しました。拡大により、ＥＵの制度および政策運営が今大きく変わろうとしています。しかし、ＥＵの新しい運営方法等を定めたＥＵ憲法は、2005年にフランスやオランダの国民投票で棄却されました。拡大したＥＵが現在抱えている問題を分析した上で、ＥＵ経済統合やＥＵ拡大の今後について考えます。 　 Course description: 　 During the course we will try to find the answers to the following questions: How will the European Union (EU) change as a result of the Eastern enlargement? What will happen if the EU constitution is (is not) ratified? What are the main EU institutions and how do they operate? How does the European Monetary Union (EMU) work? When will the new EU member adopt the euro? Will there be any further EU enlargements? Course outline: some of the main topics we will study during the course are as follows. ・ why and how was the EU established? Why was it successful in establishing the single market, the single currency (the euro), and the mobility of people and capital across country borders? ・ why and how does the EU accept new members? How does the Eastern enlargement differ from the previous EU enlargements? ・ what does the EU constitution propose and why was it rejected by the French and the Dutch in the 2005 referendums? ・ what is meant by “multiple-speed EU”? ・ will Turkey join the EU? Where will be the new borders of the EU? ・ could East Asia use certain lessons from European integration? How does economic integration in East Asia differ from that in Europe?
