タイ・チェンマイ市およびその近郊において、国際ワークショップおよびサイトビジットが開催されました。このワークショップには、再生可能エネルギー事業に取り組むタイの10のコミュニティだけでなく、6月に実施されたベトナム・ハノイワークショップで構築されたネットワークからも参加があり、日本・タイ・ベトナムの間で、コミュニティによる再生可能エネルギーについて、活発な議論を交わしました。
初日は、チェンマイ近郊のBan-Tan Waste to Energy Projectをサイトビジットしました。この埋立処理プラントには、チェンマイ市とその近郊から毎日約600-800トンの廃棄物が持ち込まれ、埋立地から採取されるガスによって発電をおこなっています。発電容量は2MWです。
また、余剰のガスは、近隣の村に供給されています。そのためのパイプラインは、村民、地方政府、埋立地サイトのオーナー、エネルギー省の共同出資によって敷設され、処理されたガスは家庭の調理用ガスや揚水に利用されています。
二日目のワークショップでは、日本・ベトナム・タイにおける、コミュニティレベルでの再生可能エネルギーのケーススタディーについて、日本からは中山(京都大学)、ベトナムからは、Ms. Nguy Thi Khan(Green ID, Vietnam) タイからはProf. Chatchawan Chaichana(チェンマイ大学)より報告されました。
また、タイの再エネ実践コミュニティ(1. Ban tan village (Biogas network)、2. Suk-Kaew Kaewdang Foundation(Biogas and wind)、3. Green net COOP (Biomass)、4. Ke-re-wong village (Hydro)、5.Ban Mae-yang-noi village (Biogas network)、6. Pha-pung foundation (Solar dryer)、7. Chum-sang village (Solar hot water)、8. Bang-sa-pan village (Biogas)、9. Aob-tom village (Solar dryer)、10. Tao-pun village (Biogas network))からも実践的な報告があり、その経験について意見交換が行われました。
最終のディスカッションでは、とくにベトナムサイドから、タイの実践例に学ぼうとする意見が多く聞かれ、研究としてだけではなく、実践面にとっても有意義な時間となりました。
トヨタ財団国際助成による活動は、本ワークショップをもって終了となります。本企画の取りまとめとして、まさに再生可能エネルギーを活用したコミュニティの取り組みについて、東南アジア新興国と日本に共通する課題を明らかにし、学びあいから共感するという当初目標を、このワークショップで達成できたことを心から嬉しく思います。
今後、とりわけ東南アジアにおける我々の活動は、JASTIP-Net(
http://jastip.org)環境・エネルギー分野の共同研究パートナーとして、より発展させていくことになります。

International Workshop on 「Community Renewable Energy」
October 24-25, 2016 at Chiang Mai and its suburb
We held international workshop and site visit at Chiang Mai, Thailand and its suburb. In this workshop, not only Thai 10 communities that are practicing Community Renewable Energy (CRE) but also Vietnamese network member that are constructed on our Hanoi workshop in June. We Japanese, Thai, Vietnamese member discussed lively.
On first day, we visited the site of Ban-Tan Waste to Energy Project and villages that are provided surplus gas. Ban-Tan power plant uses landfill gas from its own sanitary landfill site to generate electricity. The install capacity of the power plant is 2 MW. There are approximately 600-800 ton of waste transported to the site every day.
Surplus landfill gas from the landfill site is piped to nearby villages. The villagers, local government, the landfill site owner, and the Ministry of Energy co-invested in piping system. Treated landfill gas is currently used for household cooking and water pumping.
On second day, we held workshop about Community Renewable Energy in Japan, Vietnam and Thailand. Assistant Professor Takuo Nakayama (Kyoto University) from Japan, Ms. Nguy Thi Khan(Green ID, Vietnam) from Vietnam and Assistant Professor Chatchawan Chaichana(Chiang Mai University) firm Thailand reported case studies of CREs.
Furthermore, 10 Thai CREs practitioners (1. Ban tan village (Biogas network), 2. Suk-Kaew Kaewdang Foundation (Biogas and wind), 3. Green net COOP (Biomass), 4. Ke-re-wong village (Hydro), 5.Ban Mae-yang-noi village (Biogas network), 6. Pha-pung foundation (Solar dryer), 7. Chum-sang village (Solar hot water), 8. Bang-sa-pan village (Biogas), 9. Aob-tom village (Solar dryer), 10. Tao-pun village (Biogas network)) made practical presentations, then we discussed about their experiences.
On final discussion in this workshop, especially from Vietnamese side, we heard opinions that they are trying to learn from Thai cases. This workshop was meaningful not only CRE research but also practical aspect.
We have just wrapped up the activity by 2015 Toyota Foundation International Grant support by this workshop and site visit. This is my great pleasure that we could achieve initial target that is to sympathy from learning between South East Asian emerging countries and Japan through the Community Renewable Energy in this workshop.
