(Title):   "Substitution Across Origins: Migration Spillovers from Indonesia’s Domestic Worker Ban"

Abstract: In 2011, Indonesia banned the out-migration of domestic workers to Saudi Arabia, followed by an expansion of the ban to 20 other countries in 2015. This led to a dramatic increase in demand for migrants from other origin countries, including the Philippines. In this paper, we estimate the spillovers from this ban on the migration of domestic workers from the Philippines. We compare provinces that historically sent more migrants to destinations impacted by the Indonesia ban to those that were less exposed to the Indonesia ban. We find that Filipino domestic worker migration increased dramatically in more exposed provinces. This highlights that migration flows are affected not only by destination and origin policies, but also by the policies of other origin countries.
