"Institutional Travelers: Inhabited institutions and commercialization of science among Japanese Bioscientists"

Abstract: Drawing on the case of research commercialization in Japan, this paper demonstrates the effect of institutional travelers on the localization of a global form. In the late 1990s, Japan introduced commercialization policies that imitated those in the United States. Japanese scientists decoupled their commercialization practices from these rules and created a set of novel practices. The key actors developing this form were institutional travelers –those who had extensive experiences with and ties to American biosciences – and applied the new rules flexibly in three ways: (1) adopting American policy norms ahead of their policy diffusion, creating new practices beforehand (2) applying both the new, and the previous, modes of commercialization flexibly even after the policy change and (3) commercializing some inventions in Japan, and others in the United States and Europe. The article shows how trans-local actors who inhabit multiple positions shape the creative diffusion of a global form.
