"Migration and Regional Adjustment to Asymmetric Shocks in Turkey"

Abstract:
Turkey has experienced an unprecedented international migration inflow since the beginning of Syrian Civil War in 2011, with the international migrant stock increasing from 1.4mn in 2010 to 6.1mn in 2020 (or from 1.9% to 7.2% of the population). Most of the existing literature focuses on the labor-market impact of this migrant influx. We investigate the role that migration can play in facilitating labor-market adjustment in the wake of region-specific shocks, using Turkish regional data. Our results suggest that foreign nationals in Turkey respond to growth and unemployment differentials at both NUTS2 and NUTS3 level. In contrast, the mobility of Turkish nationals does not appear to be motivated by regional economic outcomes. Internal migration by foreigners thus can play a crucial role in facilitating regional adjustment to economic shocks in Turkey, and in emerging economies more generally.
