The idea with Stadtwerke (SW) is spreading in Japan, and industrialization is progressing, starting with municipal renewable energy company. However, it is also true that there is a big disparity with the original, the Germany SW. Therefore, it is necessary to turn back to clearly have the ideal image that the Japanese SW should aim for. In this paper, SW business is divided into regulated industry and private business, and the profitability is analyzed in detail. As a result, it became clear that the business model is likely to benefit from the profit scale and profitability of the regulated industry. This article helps to promote accurate understanding of German SW.

　日本でもシュタットベルケ（以下、SW）とのアイデアが浸透しつつあり自治体新電力をはじめとして事業化が進んでいるが、その実態は本家であるドイツのSWとは大きな格差があるのも事実だ。そこで、改めて日本版SWが目指すべき理想像を明確に持つための立ち返りが必要であると考える。そこで本稿では、SWの事業を規制産業と民間的事業に区分し収益性について詳細分析を行った。結果、規制産業の収益規模や収益性からの恩恵を多分に受けるビジネスモデルであることが明らかとなった。本稿はSWに対する正確な理解を助長することに資する。
